John locke once wrote that a government is a social contract between the people and their ruler. so hypothetically if people wish to not sign that contract it should be fine and hypothetically if enough people don't agree to the terms in the contract that the government is applying it would mean that anarchy is ok as long as the mes agree with it. Does this seem right at all? Please do not criticize me if it wasn't John locke I'm not 100% sure but it's either him voltaire Montesquieu or someone else
